Orange County IHSS Public Authority Homecare Registry

The Orange County IHSS Public Authority is an agency that was established to manage a Registry comprised of homecare Providers to work for IHSS Consumers, enabling Consumers to remain safe and independent in their own home.

The Providers on the Orange County IHSS Public Authority Registry have been prescreened and must attend an orientation, pass the reference check, attend an interview with a Public Authority Registry Training Specialist, and pass the Department of Justice criminal background check.

How Does the Registry Assist the IHSS CONSUMER?

 

  • An IHSS Consumer or authorized representative can contact the Orange County IHSS Public Authority. A Registry Training Specialist (RTS) will complete an intake to determine the Consumer’s needs.
     
  • The RTS searches the Registry database for a list of available Providers who matches the Consumer’s needs and service area.
     
  • Since the Consumer is the employer, the Registry offers Consumers resources and training that will assist with hiring, training, and keeping a Provider.
     

 


Services Consumers may be eligible for as authorized by their IHSS Social Worker:

Domestic & Related Services

  • Light housekeeping, laundry
  • Meal preparation and clean-up
  • Grocery shopping & occasional errands
  • Accompaniment to medical appointment

 

Personal Care

  • Help with bathing, grooming, dressing
  • Assist with feeding
  • Help getting in and out of bed, walking

 

Paramedical Services

  • Medication management
  • Changing bandages or tube feeding

REGISTRY PROVIDERS

THE REQUIREMENTS TO BECOME A REGISTRY PROVIDER ARE:

  1. Interested Providers must follow the application process
    1.   Attend Registry Recruitment Orientation
    2.   Submit a complete application
    3.   Provide a current and valid California driver’s license and Social Security card for verification
    4.   Provide personal & professional references who can provide information on your performance and work ethic
    5.   Pass a face-to face interview with the Registry Training Specialist
    6.   Pay and pass the Department of Justice Live Scan/criminal background check
  2. Applicant must be willing and able to provide personal care and perform domestic services; must speak/read write English; and own an insured and reliable car.

What is the Registry Recruitment Orientation?

  • The Registry Recruitment Orientation is conducted to provide applicants an opportunity to learn about the roles and responsibilities of an IHSS homecare provider. This is the time for the applicant to determine if the position meets their expectations. The orientation includes:
    • An Introduction to IHSS & Orange County IHSS Public Authority
    • Services provided by Orange County IHSS Public Authority
    • Who are the Consumers and Providers
    • What is the Provider Registry
    • Process for joining the Provider Registry
    • Tips on increasing opportunities for employment and the interview process
    • Review of the rules and responsibilities of the Registry Provider
    • Review of the Provider Policies and Procedures
    • Viewing and discussion of the Safety and Housekeeping & Roles and Responsibilities DVDs
    • Overview of the Registry application and application process
  • We understand that not everyone has prior homecare work experience and those who do not have experience can still apply. Skills-related training is available, but dependability, honesty, and trustworthiness are a must.
  • Orange County IHSS Public Authority provides training, education, and resources to help IHSS Providers succeed.

Non-Registry Providers

Non-Registry Providers are Providers who are not on the Orange County IHSS Public Authority Registry and have been independently hired by a Consumer. A Non-Registry Provider can be a Consumer’s family member, friend, or someone the Consumer found outside of the Registry.
